A flasher whose pride was hurt when a woman he exposed himself to "burst out laughing" and told him his manhood was smaller than her dogs has been jailed for 12 months. The brave female who was confronted by Dana Mustapha also told the sexual deviant she would "launch him" – meaning to deal with him with aggression – if she saw him again after the incident in Warrington, Cheshire. 

Mustapha was put back behind bars this week, having reoffended only days after his release from HMP Altcourse. Liverpool Crown Court heard on Tuesday that Mustapha was handed a five-year sexual prevention order in August of last year, having previously been convicted of offences including indecent exposure.

The Liverpool Echo reports the terms of this SHPO included a requirement that the 36-year-old, of no fixed address, wear a GPS tag on his ankle and to keep the device charged in order to enable police to monitor his movements. 

Christopher Taylor, prosecuting, described how such a tracker was given to the defendant following his release from Altcourse prison on June 12 this year, at which time he was taken to the Room at the Inn homeless shelter in Warrington town centre by officers. But his tag "repeatedly ran out of charge" in spite of him being given several demonstrations on how to keep the device operational.

Mustapha was said to have "continued to disobey instructions despite extensive efforts" from his offender manager, who would pay a visit to him at the hostel on June 13 before phoning him on the evening of June 14.

During this call, the flasher was said to have been "argumentative and dismissive", having stated: "It's not a big deal. It doesn't matter."

This resulted in a second breach of his SHPO, having similarly failed to keep his ankle tag charged previously in September 2024.

The Warrington Guardian previously reported that Mustapha was imprisoned for 46 weeks and banned from entering any playground within the Cheshire town in May 2023, having exposed himself to a woman and performed a sex act upon himself after asking her for a cigarette.

However, she was said to have responded by "bursting out laughing", and Mustapha "ran away with hurt pride", with the victim adding that "if she saw him again she would have launched him". The woman also said Mustapha's genitalia was "smaller than those of her dogs".

Mustapha, who was said to have been diagnosed with paranoid schizophrenia, was unrepresented by legal counsel during his latest court appearance, but declined the opportunity to offer mitigation on his own behalf, saying: "I'm ok. I don't want to say anything."

Appearing via video link to HMP Altcourse wearing a grey T-shirt, Mustapha admitted one count of breaching a sexual harm prevention order. He was jailed for 12 months, with his SHPO due to remain in place until August 2029.

Sentencing, Judge David Potter said: "I am satisfied that you are not cooperating, whether with mental health services or helping yourself in relation to your diagnosis. You have serious previous convictions. That led to you being in prison.

"It also led to the police making an application for a sexual harm prevention order and the court imposing a sexual harm prevention order with a number of conditions. All of those were deemed necessary and proportionate to manage the very serious risks that have been identified, as far as you are concerned.

"One of those requirements was that you were to wear a GPS tag. Your responsibility was not only to wear the tag but to charge it on a daily basis. It was considered an important part of risk management that you were to wear that tag so that the police could monitor your whereabouts and ensure that there were fewer opportunities for you to commit further offences.

"From the off, I am satisfied that you have not participated in the process at all. You were given every opportunity and given demonstrations as to how the tag was to be operated. The police have gone out of their way to assist you. Your failure to keep the tag charged is a deliberate and serious breach of the order.

"This is now your second breach of a sexual harm prevention order. I am satisfied that no other sentence than immediate custody would meet the demands of public protection."
